4.1.2. Adding attributes to administrative divisions
This section contains the rules for entering administrative division attributes for Russia and the majority of the former Soviet republics.
4.1.2.1. Type (level)
Choose the type (level) of an administrative division from the drop-down list in the upper panel:

The available types of administrative divisions form a hierarchy: every division includes divisions of an equal or greater level within it. For example:
- Country → Region → District → Locality → Named territory
- Country → Region → District → City → City district → Block
Note
Administrative divisions at the first level (Country
) and second level (Region
) can not be created or edited on Yandex Map Editor. They function solely as items that lower-level administrative divisions can be attributed to.
For general rules, see Section 3.2.2.1. Type (level).
For a detailed description of every type of administrative devision and the rules for building the hierarchy, see below.
4.1.2.2. Name
Administrative division names are primarily determined by the State Catalogue of Geographical Names of Russia (or similar documents for ex-USSR countries).
The Catalogue fully regulates the name format (for Official
and Caption
names): word order, capitalization, the usage of the letter ё
, brackets, quotes, and so on.
If the name from the Catalogue doesn't sound good or violates the Map Editor naming rules, the better-sounding name should be included on the map as Also known as
.
If the name isn't specified in the Catalogue, the attribute values for the Name
of any administrative division should be set in accordance with the following rules:
4.1.2.2.1 Rules for entering various types of names

Official — mandatory name type. Rules for writing names of this type are found in section 4.1.2.2.2.

Caption — specify if the item's caption on the map should differ from the official name. Rules for writing names of this type are found in section 4.1.2.2.3.

Part of address — specific rules and standards currently apply to setting these names for administrative divisions of the city, municipality, and city region types:

Localities with the city status. Only enter the item's proper name (without the type) for Part of address name.
For example: official name — город Москва, part of address — Москва.

Municipal districts. Enter the item's proper name and a shortened form of the
district
type for the in address name.For example: official name — Ростовский муниципальный район, part of address — Ростовский район.

Municipal districts, urban municipalities, and rural municipalities that feature the locality type in their official names. This type is omitted from the Part of address name.
For example:
Official name — городской округ город Чкаловск, part of address — городской округ Чкаловск.
Official name — Yerdenyovo village settlement, part of address — Yerdenyovo settlement.
Note
If an item's proper name contains its historical, traditional, or national type, you don't have to specify its official type as part of address.
Examples of the official name → part of address format:

An official name must specify the relevant type of administrative unit (as per the administrative and territorial division and applicable laws and regulations of the country in question).

To find out the correct name of the administrative and territorial unit and the word order, refer to official documents (regional legislation).
Do not specify the higher-level (parent) administrative unit in the official name, even if the law mandates its inclusion.

Do not shorten names. All words must be written in full. This rule does not apply to abbreviations in proper names.

Do not expand abbreviations in proper names. Capitalize the abbreviations. For example: посёлок КПСС.
For the administrative division units with the attribute
Has no official status
enabled, the type of object is specified as an abbreviation. For example: СНТ, СДТ, СОТ, ДНТ, ДНП, ПСК, НСО, КС, ЖК, КП, and so on.Exception to this rule: administrative division units that are drawn only if there's internal addressing (see paragraph 7 of rules 3.2.2.3.7). In such units, the type of object is written in full. For example: гаражный кооператив, база отдыха, and so on.

name type. Expanding the abbreviation in the official name is considered an error.If the type or form of ownership of territories occupied by gardening communities is unknown, the official name is specified as

In memorial names that consist of either a first and last name, a title and last name, or a profession and last name, write out the first name, title and profession completely and put the last name after all these other elements. If the full name is unknown, only the first letter of the name is used. For example: посёлок Академика Королёва.

If the name contains an ordinal number, write the appropriate ending without a space. For example: 4-й посёлок.

Use official sources to verify the rules for writing numbers (that is, if a number should be written in letters or as a digit). For example: посёлок XX Партсъезда.

If official names of two or more administrative divisions completely overlap and it is impossible to link them to different parent items, please include additional information which would allow users to identify a particular locality into the
Official name

The names of cottage settlements, gardening communities, and other items listed on billboards or developers' websites (hereinafter "brand names") take priority over the names of localities and address-forming blocks (hereinafter "official names").
Here are the options for displaying such items on the map:

If the boundaries of a cottage settlement completely overlap with the boundaries of a cadastral block, their names differ only by type, and the items share a common address, then the

name of the administrative division must include the brand name, and theSynonym, historical

4.1.2.3. Parent division
The Parent division
panel indicates the administrative division that the item you are adding is subordinate to (i.e. the division that the item contains).
For general rules, see Section 3.2.2.3. Administrative subordination.
Keep in mind that some items may have two positions in the administrative division hierarchy. For example, Moscow is both level 4 (locality) and a level 2 (sub-federal unit).
Also note that sometimes levels can be skipped in the hierarchy.
Yandex Map Editor has seven hierarchy levels for administrative divisions. Follow these rules when working with hierarchies:
4.1.2.3.1. Country (level 1)
- Divisions at this level cannot be created or edited in Yandex Map Editor.
4.1.2.3.2. Region (level 2)

In Russia, this level includes federal subjects, regions, provinces, autonomous regions, republics, federal/republic cities, and federal districts.
Second-level administrative divisions at this level can be nested. For example: Центральный федеральный округ (2) → Московская область (2).
Alert
Administrative divisions at the first and second levels cannot be created or edited in Yandex Map Editor. You can only use them for linking items of lower-level administrative divisions.
4.1.2.3.3. District (level 3)

District
is the general term that refers to districts, provinces, republics, and autonomous areas. Municipal areas of Russia that are divided into urban and rural settlements, city and municipal districts in Russia, akimats in Kazakhstan, and regional districts of other countries belong to this level.The parent division for districts is the region (level 2,
Regions
). -
Likewise, level 3 divisions (urban and rural settlements that form part of a municipal district as well as city districts) are considered parent divisions for the individual localities (level 4, or
Localities
) within them, administrative territorial formations (of level 6Named territory
), and other administrative division units, planning structures, and named territories that are not part of settlements.For example:

Divisions at this level can be nested: for all urban/rural settlements (level 3), the parent divisions are the municipal districts they are located in (also level 3).

If there is no data for the urban or rural settlements, you can also enter the municipalities and equivalent administrative divisions outside Russia (level 3) as the parent divisions for
locality
items in the administrative division category (level 4).However, city and municipal districts in Russia and city akimats (administrations) in Kazakhstan (level 3) cannot be parent divisions for other items that are at the same level.
When building the hierarchy of administrative divisions in Russia, keep the following in mind:
- Some districts in Russian national republics are not officially called
districts
, but for all intents and purposes they are, so they should be assigned to level 3 in the hierarchy. For example, part of the districts in Yakutia are calleduluses
(see https://www.sakha.gov.ru/administrativno-territorialnoe-delenie), and the districts in Tyva are calledkozhuuns
. - Some rural settlements in Russia are not officially called rural settlements but for all intents and purposes can be categorized as such. Make sure to assign sign administrative units to level 3 in the hierarchy. For example, some rural settlements (uluses) in Yakutia are called
naslegs
, there are rural settlements in Pskovskaya Region calledvolosts
(parishes), and some rural settlements in the Russian regions arevillage councils
. - Level 3 divisions also include the Troitsky (Троицкий) and Novomoskovsky (Новомосковский) administrative districts in Moscow and their constituent districts, the Kolpinsky (Колпинский), Kurortny (Курортный), Petrodvortsovy (Петродворцовый), and Pushkinsky (Пушкинский) districts in St. Petersburg, and the Balaklavsky (Балаклавский) and Nakhimovsky (Нахимовский) districts in Sevastopol.

4.1.2.3.4. Locality (level 4)
-
This level of the hierarchy comprises localities that are officially registered as legal subjects of the Russian Federation in the State Catalogue of Geographical Names and are not part of other localities. They include cities, towns, villages, and so on. Additionally, this level always includes gardening co-ops, cottage settlements, and similar localities that are fenced off from their surroundings, are associated with one developer or seller, and share one brand name.
In large and sparsely populated territories located far from urban areas, this level also includes individual homes that have names. A home like this is marked as a Center of administrative division (placemark, no polygons).
Note
This level also includes territories of former localities that still have addresses and streets (such as in the Chernobyl zone).
Level 3 (
District
) map items are the parent divisions of independent localities (level 4 items) in all countries, including Russia. Level-three items are urban and rural settlements, which in turn host localities. If there are no urban or rural settlements, the municipal district or city region that hosts the locality is considered its parent item.Level 4 items are the parent entities of level 7 administrative units — blocks (except for the blocks of the same name located within one locality, which are attributed to city districts) and localities within other localities.
You can nest items at this level: a gardening co-op located within a locality is attributed to the latter. For example: город Пенза (4) → садовое товарищество Ивушка (4).
Localities on the territories of federal cities are classified according to their special rules.
For example:

Alert
Addresses in the address system databases and cadastral addresses are descriptive and do not determine which locality the administrative division belongs to. For example, names of gardening co-ops usually include the name of the closest locality, even though they are not necessarily part of it.
You must look at the land-use category (
Characteristics
) to determine how the co-op relates to other divisions.Localities may only contain territories of the
Locality grounds
categories.All gardening partnerships located on agricultural lands cannot be considered part of localities (the Russian Federation land codex does not allow for this). Indicate the municipality, city district, or urban/rural settlement (but not locality) for these gardening co-ops using the
Parent division
attribute.In Uzbekistan, assign level 4 ( Locality) to items of the
Махалля
type if they are not entirely located within a locality. Also add theMunicipality
attribute for them. -
4.1.2.3.5. City district (level 5)

City districts have their own hierarchical level separate from that for subdistricts and blocks.
In the Russian Federation, this level includes:

In the federal city of Moscow: administrative regions (other than Novomoskovskiy and Troitskiy) and districts.
-
In the federal city of Saint Petersburg: administrative regions and municipalities.
-
In the federal city of Sevastopol: Gagarinskiy and Leninskiy regions, and Nakhimov Municipal City District.
-
City administrative districts (areas) that are officially recognized in district legislation are included in the appropriate registers for that administrative division.
For city districts, an administrative unit of level 5 (City district) or higher with the smallest area that fully covers this district is selected as the parent.
Note
In the Russian Federation, the parent items for this level are cities (level 3).
City districts are the parent entities for blocks of the same name located within one locality.

4.1.2.3.6. Named territory (level 6)

This level of the hierarchy includes:

Unofficial territories within localities that have borders and established informal or historical names.
Note
Do not label territories with type names (for example,
residential area
,farm
,cottages
)In other words, they are not "type" names such as
private
, but rather proper names.For example: Ивановская Горка (Moscow), Славенский Конец (a historical district in Velikiy Novgorod), Кирзавод (a block in Davlekanovo), Калошино and Чоботы territories in Moscow (traditionally named after former large villages that aren't part of the address), Центр (in many smaller cities).

Anthropogenic terrain (former localities or agricultural areas) bearing traces of human activity that can be identified and still serve as landmarks, such as dilapidated buildings, remnants of former vegetable gardens, boundaries between plots of land, and so on.
Note
If such uninhabited areas still have addresses and streets (such as the Chernobyl zone), they are classified as localities (level 4).

Previously inhabited areas where no anthropogenic influence can be discerned via satellite imagery. Mark these items with a placemark (no polygons).
If a vegetation item currently bears the name of the terrain, create the terrain in the
Vegetation
layer. -
Administrative territorial formations that appear on the site of rural and urban settlements in municipal and urban districts: territorial management, territorial office, rural territory, rural district, and so on. Do not create these territorial formations again in Yandex Map Editor in places where settlement boundaries were not mapped.

Intersections and interchanges with established proper names.
Note
If an item's name is derived from its location or names of the roads in the area, it is not considered proper name.

Enter an
Official
name for these types of territories (even though they don't have official names per se, which their level classification attests to). -
Nesting of named territories is not allowed: parent divisions for level 6 items must belong to a higher level of the hierarchy. Even in cases where the named territory (level 6) is located in an unofficial district that is also a level 6 item, the locality is still the parent item for both of them.
For example, Stary Oskol locality is on the historical site of
Uglinskaya Gora
(level 6) and is located wholly on the territory of theYezdotskaya Sloboda
(level 6) historical area, but the parent map item for both of them is theCity of Stary Oskol
(level 4). -
Alert
Level-six items cannot have child items. You cannot attribute addresses and roads to level-six items.
4.1.2.3.7. Blocks (level 7)

This level of the hierarchy includes:

Former villages, towns, and cities that are no longer official localities but whose names are used in addresses.
For example: the former city of Klimovsk that became part of the city of Podolsk has its own address system; the former "working village" of Pirogovsky that became part of the city of Mytishchy has its own address system; the village of Ivakino that became part of the city of Khimky has its own address system.

Former villages and settlements that are no longer official localities and whose names are not used in addresses, but they remain distinct in their urban structure and serve as reference landmarks.
For example: the villages of Chebaks and Kulsitovo in Kazan, the villages of Schibrovo and Burtsevo in Moscow, the cottage village of Bakovka in Odintsovo, the cottage village of Rastorguevo in Vidnoye.

Residential areas, towns, and villages located on the territory of localities that do not have an official status but are referenced as citywide landmarks in official documents (for designation purposes) and used in the names of transport stops, media, and advertising (by officially registered mass media organizations and advertising agencies). If you are not sure what an item's type is, give preference to whatever one is used in local government documents.
For example: посёлок Клементьевский (in Sergiev Posad); посёлок Копосово, посёлок Высоково (in Nizhniy Novgorod); жилой массив Вознесенское (in Kazan).

Architectural planning divisions that have the
subdistrict
orblock
types in their names may be located within localities or outside of them.For example: микрорайон Бурнаковский (Nizhniy Novgorod), микрорайон Ново-Сырово (Podolsk), 7-й микрорайон.

Named individual homes and small khutor-type structures that have no other address indication other than their proper name. Also see point 3.2.1.4.5.
Note
Named residential homes in broad and sparsely populated areas are an exception. For details, see paragraph 3.2.2.3.4.

Residential complexes ─ blocks, individual buildings, and groups of buildings that are at least three stories high, usually similar in architecture and design, are fenced off from other buildings in the area, and have their own brand name.

Shift worker settlements, territories of sports complexes (including ski trails, race tracks, and recreation parks), recreation areas (resorts, country hotels), industrial parks, factory clusters, and active military cities that have named roads and addresses.

To check the official status of a map item, refer to cadastral maps and other instruments of the state address register (in Russia, the relevant sources are the Rosreestr, Registers of localities and other formations, FIAS).

The following can be selected as parent for this level items:
An administrative unit with the smallest area that fully covers the block (except for units of the City district and Named territory types).
One exception is blocks of the same name located within one locality that cannot be attributed to an administrative unit with the smallest area. For such blocks, city districts (level 5) are selected as parent items.

In Uzbekistan, assign level 7 (Blocks) to items of the
Махалля
type if they are located entirely within a locality.
